F. Approval of Minutes

The minutes of May 1, 2017 were approved as printed.

2. Awards and Presentations

The Board presented Mrs. Jeannie Duhan with the Golden Apple Award for her service to the District and its students.

3. School Reports

Hope School principal, Mr. Doug Hayman, presented a PowerPoint highlighting the school's demographics, programs and activities, student talents, community service, family-type culture and plans for personalized learning for next school year.

4. Public Presentations/Comments (Items not on the agenda)

Mrs. Karla Barkman and Ms. Anne McCabe spoke in support of District library aide positions.

5. Hearing of Delegations

None scheduled.

6. Communications and Petitions

Mr. Dusek discussed Mr. O'Brien's information packet memo regarding the high school senior and alumni survey conducted this spring; the results will be available at the October board meeting. He reported on Mr. Soderquist's memo regarding the website update stating the Board will hold a work session in August for further discussion. He noted that tomorrow, June 6, the Board will hold its annual Planning Session at Soldotna Prep School in the professional development room beginning at 9:00 a.m.

7. Representative selected by the following: Advisory Committee, Site Councils and/or Authorized Student Support Organizations, K.P.A.A., K.P.E.A., K.P.E.S.A., Borough Assembly

Mrs. Patty Sirois, K.P.E.S.A. president, will consult with the new president-elect during a transition time, but will be retired at the end of the week. She asked that the president-elect be considered an employee the same as the KPEA president. She expressed appreciation for the opportunity to represent the district's support staff. She stated that support staff members have not received FY18 personnel action forms. She thanked Mrs. Barkman and Ms. McCabe for their comments. She thanked Miss Martine Dikes for her support and presented her with a bouquet of flowers.

8. Superintendent's Report

Mr. Dusek reported that over 600 high school students graduated this Spring. The final graduate rate will be calculated after summer school and Department of Education reports are complete. He thanked Ms. Sirois for her service. He stated that the Legislative Budget Conference Committees will meet June 6 at 4:00 p.m. He discussed Governor Walker's recommended compromises presented to the Legislature for their consideration and stated he hopes for some certainty from the Legislature within 10 days. He stated that the Upstream Academy was a success and reported on their activities including building and using drones. He reported on the Leadership Academy which was held May 31 and June 1. Mr. Dusek reported on the four high school graduations he attended including that of his son, Brian Dusek. He attended the Project GRAD graduation and thanked the Central Peninsula Hospital for their mentoring and local businesses that have hired the program's graduates. He attended the governor's Educator Excellence Committee where they discussed how to attract and retain high quality teachers. He has begun conducting school administrator yearend checkouts. He will be out of the office at the end of June and beginning of July to attended his son's college orientation. He stated there are 55 works day until school starts.

9. Reports

A. Finance Report

Mr. Jones presented the financial report of the District for the period ending April 30, 2017.

B. Lease Agreements for 2017-2018

Mr. Jones presented the District lease report for FY18.

C. KPBSD Policy Review Report - Section 7000

Mr. Jones reported that Board Policy section 7000 has been reviewed by the Board Policy Committee. No changes or revisions were recommended.

D. Board Reports

Mr. Holt attended the May 9 Health Care Cost Committee.

Mrs. Vadla attended the Project GRAD graduation, the Soldotna High School awards presentations, and Governor Walker’s Education Challenge Committee meeting. She was unable to attend any high school graduations and thanked Mr. Holt for covering for her.

Ms. Hohl attended the Hope, Seward High, and Connections schools’ graduations. Due to inclement weather, she was unable to attend the Nanwalek and Port Graham ceremonies. She attended the Leadership Academy and the May 15 Board Governance Handbook Committee meeting.

E. Committee Reports

Mr. Castimore reported that the Board Policy Review Committee met earlier in the day and discussed their agenda items.

Mrs. Vadla Governance Handbook Committee May 15 and discussed the handbook's categories and content.

F. Board Work Session Report

Mr. Arness reported that the Board held work sessions entitled: Administrator Evaluation System, Collaboration Report, FY17 Budget Revision, and 2018-2023 Strategic Plan. All members present at the meeting, attended the work sessions.

C. Approval of Student Nutrition Services Meal Price Increases

Move to approve the paid meal price for Student Breakfast K-12 be increased from $1.75 to $2.00 with Adult Breakfast increased from $2.50 to $3.00, the paid meal price for Elementary Lunch be increased from $2.85 to $3.00, Secondary Lunch be increased from $3.35 to $3.50, and Adult Lunch be increased from $4.25 to $4.50 for the 2017-2018 school year. Administration further recommends that the price for white and chocolate ala-carte milk be increased from $.60 to $.75.

D. Direction for board president to write a letter to the Legislature

Move to direct the board president to draft a letter to the legislature expressing the board’s frustration at the lack of progress on the FY18 budget and the impact it is having on the district and its students. The letter should restate the importance of approving a comprehensive, long-term fiscal plan.

14. Board Comments

Ms. Hohl stated that Mr. Curtis Thayer’s, CEO of the Alaska Chamber of Commerce, presentation to the Seward Chamber of Commerce was changed to July 14. She discussed Ms. Jackie Pels’ Seward Chamber presentation, noted that Mr. Arness’ mother was Ms. Pels’ teacher for first and third grades and discussed Ms. Pels’ Seward Historical Commission Award and her book on art including murals and art in schools. She attended the Puffin Mural unveiling. She attended the Cooper Landing kindergarten graduation. She stated that she supports library aides and would like to keep the positions. She would like for the Board to revisit the KPESA and KPEA president positions and why they are handled differently.

Mr. Kelly attended the Homer Chamber of Commerce luncheon on May 9 where Commissioner Johnson spoke and then joined him for a local school visit. He expressed appreciation for the small school graduations, i.e. Voznesenka, Razdolna, and Kachemak-Selo.

Mr. Castimore stated that the eagle camera is operating in Kenai which records the life of an eagle and her two eaglets. He encouraged everyone to look for it on UTube.

Mr. Holt attended the Nikolaevsk, Ninilchik and Soldotna High School graduations. He also expressed appreciation for the small school graduations.

Mrs. Vadla thanked Mr. Hayman for his report. She congratulated Mrs. Duhan for her award. She thanked those that attended the meeting and those that spoke regarding library aides.

Mr. Arness reported that he was scheduled to attend the Voznesenka, Razdolna, and Kachemak-Selo graduations but was unable to due to the birth of his new grandchild.

15. Executive Session

A. Executive Session-Negotiations and Superintendent's Contract

Move the board go into executive session to discuss matters, the immediate knowledge of which would clearly have an adverse effect upon the finances of the school district. The session is held to discuss contract negotiations and the superintendent's contract.
