1. Charter School Advisory Committee

A. Call to Order

Ms. Truesdell called the meeting to order at 10:03 a.m.

B. Roll Call

Members Present: Patti Truesdell, Tim Daugharty, Kari Dendurent, Kyle Darbonne(virtual), John DeVolld, Cody McCanna, Elizabeth Hayes
Members Absent: Eric Waltenbaugh, Austin Stevenson, Matt Morse, Dawn Grimm

C. Approval of Agenda

The agenda was approved as presented.

The notes were approved as printed.

E. Homer Forest Charter School Application

Ms. Sturm opened up with an updated presentation to the committee, noting an updated application based on the feedback received, as well as, updated supporting documents. Ms. Dendurent asked for clarification of the timeline of facility securement. Ms. Sturm noted the facility would be intended to be secured for a school start of August 2024. Ms. Truesdell posed questions regarding staff housing in the area. Ms. Manning posed questions regarding paraprofessionals. Ms. Sturm noted that having support in the future to resolve any of those details. Mr. McCanna posed questions regarding student special services. Ms. Sturm spoke in regards to a lottery. Ms. Hayes posed questions regarding enrollment, and funding, in particular regarding blended learning. Mr. McCanna spoke regarding the BSA for Charter Schools in particular. Ms. Dendurent posed questions regarding the blended learning module, enrollment and core content curriculum. She also commented on the flexible learning blocks that were proposed in the opening presentation, and posed questions in regards to scheduling. Ms. Sturm spoke of the Alaska state statute regarding blended learning. Mr. McCanna also posed questions regarding the proposed blended learning model as well as questions surrounding curriculum. Ms. Sturm spoke to what the proposed curriculum would look like with the blended learning. She also addressed some of the questions surrounding a half time administrator/teacher model being presented. Mr. McCanna posed further questions regarding the duration that a student is required to be at school in regards to staffing and FTE. Mr. Kelly posed questions moving forward with the application. Mr. McCanna spoke regarding other schools in the area, and how it relates to this proposed Charter School Application. He also noted funding based on the BSA. Ms. Sturm spoke regarding the values of the proposed Forest School model. Mr. Daugharty posed questions regarding staff advisory. Ms. Sturm spoke in regards to staff advisory. Mr. Daugharty posed questions regarding the cost associated with the proposed curriculum. Ms. Sturm spoke regarding the costs of the proposed curriculum.
Mr. DeVolld spoke in regards to blended learning.Mr. Darbonne left the meeting at 11:23 a.m.
