A. Call to Order

Mrs. Vadla called the meeting to order at 11:02 a.m.

B. Roll Call

Members Present: Penny Vadla, Tim Daugharty, Zen Kelly (virtual), Patti Truesdell, Emma Knowles, Student Representative

C. Approval of Agenda

The agenda was approved as presented.

D. Approval of Notes

The notes from the November 7, 2022 meeting were approved as presented.

2. Student Representative Update

A. Student Representative Update

Miss Emma Knowles reported on the following:
She spoke regarding some of the school events occurring before and after winter break, including assemblies and dances. She spoke regarding the Student Council at Chapman School, and the support system they are developing. She noted several spirit days were held to support schoolwide spirit. She spoke regarding of other winter festivities including a drive in movie, and school wide ice skating nights. She noted that they started to have formal meetings using Roberts Rules of Order.

A. Legislative Information

Mrs. Vadla would like to bring back the Key Communicators. Mr. Kelly spoke to the fact that KPBSD administration headed this. Ms. Cary agreed with Mr. Kelly. Mr. Holland spoke to the burden that this may put on District Administration at this time. Mrs. Vadla agreed with these points and said that this could be something to work towards in the future if the Communications position is filled at District Office. She reiterated her expression of the importance of Key Communicators. Mr. Kelly spoke to attendance of the Board at site council meetings, etc. to fill a similar vain that the Key Communicators held. Mrs. Vadla spoke to the 2023 Session Calendar, attached, as well as Prefiles that have been posted by the state legislator. Mrs. Vadla spoke to the legislative fly-in agenda, attached, and the importance of attendance. Mr. Kelly spoke regarding questions he received when he was president, regarding board member testimonies. Mrs. Vadla spoke regarding meeting with legislators, and testifying. Mr. Kelly spoke to board testimonies, and proper procedures. Mrs. Vadla spoke to the AASB testifying tips, attached. Mr. Daugharty posed questions clarifying details of the legislative fly-in. Mrs. Vadla spoke to her experiences. Ms. Cary spoke to her experience also at the past fly-ins. Ms. Truesdell spoke to the first time that she attended in the past.
Mr. Holland spoke to his presentation/testimony at the Senate Education Committee. He also spoke to the key talking points to take to Juneau to speak to for the KPBSD. Mrs. Vadla spoke to some of the appointments that the contingency has scheduled in Juneau. Ms. Cary spoke to reviewing AASB priorities, and how they align with KPBSD priorities, and attainable goals. Ms. Truesdell posed questions regarding what she may speak to during legislative appointments in particular retention and recruitment. Mr. Holland spoke to this. Mrs. Vadla spoke to the KPBSD Strategic Plan, also attached. Ms. Dendurent spoke to the legislative pamphlet the contingency is to bring with them to Juneau, which is attached. Ms. Cary posed questions regarding the information on the pamphlet. Ms. Dendurent spoke to these questions. Mr. Holland spoke more to talking points for when the contingency is in Juneau and at legislative appointments, in particular the BSA and how it affects the district, as well as, the AK STARS, and assessment reports. Mr. Kelly spoke to the AK STARS assessment report numbers on the pamphlet, and questioned having this information on the pamphlet as it requires much more background information. Ms. Romanin agreed with Mr. Kelly, regarding the assessment numbers on the pamphlet, and proposed a different way to present the information. Ms. Cary also agreed with these statements, and also mentioned including priority 3 within the strategic plan on the pamphlet. Ms. Dendurent posed an alternative solution to the assessment information. Mrs. Vadla spoke to Mrs. Dendurent's proposal. Mr. Holland also spoke to the assessment information and proposed what should be included. Mr. Kelly spoke again regarding removing the assessment report numbers from the pamphlet. Ms. Dendurent clarified information to be included on the pamphlet. Mrs. Vadla spoke to the Bill Index, which is also attached. Mr. Holland spoke to this in particular bills related to the BSA. Ms. Cary spoke to HB 21, and asked the contingency to possibly bring back information regarding this bill if possible. Mrs. Vadla also agrees. Mr. Holland spoke to communications regarding this bill in particular, communications with Representative Vance. Mrs. Vadla noted the tracking legislation feature on the state legislative website.
