The KPBSD Administration has concerns regarding the proposed Nikolaevsk Charter School Application. These concerns encompass the feasibility, sustainability, and implementation of the proposed curriculum program (Montessori and International Baccalaureate methods), the absence of research-based and evidence-based proposed curriculum, budget considerations, the depth and thoroughness of the application itself this includes areas not answered or not completed, enrollment demographics, including the source of potential student enrollment, and discrepancies in the Memorandum of Agreement (MOA) and Shared Space sections, which fail to accurately reflect the approved actions by the KPBSD.
Two primary areas of concern are particularly noteworthy. First, the Administration is concerned by the alignment of the curriculum content, instructional strategies, and scheduling within the requirements of the Alaska Reads Act, which was passed in June 2022. Secondly, the proposed budget does not adhere to the KPBSD Charter School budget formula but instead relies on the KPBSD small school formula.
Given the aforementioned concerns and discrepancies, the Administration does not recommend approval of the Nikolaevsk Charter School Application at this time.
Background Information:
On September 1, 2023 the Nikolaevsk Charter School APC submitted the Nikolaevsk Charter School Initial application.
On October 9, 2023 the Charter School Oversight Committee was presented the Nikolaevsk Charter School application.
On October 16, 2023 the Board of Education held a work session and was presented the Nikolaevsk Charter School application.
The Nikolaevsk Charter School application is presented at this meeting today for approval from the Board.
