Administration's Recommendation: 

The KPBSD Administration recommends non-approval of the Nikolaevsk Charter School application at this time for the following reasons:
1. Lack of Demonstrated Fiscal Responsibility and Sustainability
2. Unresolved Facilities and Lease Agreement Concerns
3. Incomplete and Noncompliant Enrollment Documentation
4. Inconsistencies with KPBSD Board Policy and State Regulations
5. Insufficient Operational Planning and Staffing Structure

Summary Recommendation
Based on the deficiencies identified above, the District Administration does not believe the Nikolaevsk Charter School application meets the requirements established by KPBSD Board Policy 6187 or the applicable state statutes and regulations. The absence of verified financial data, finalized facilities agreements, compliant enrollment documentation, and a viable staffing and instructional plan poses significant fiscal, operational, and legal risks to the Kenai Peninsula Borough School District.

Background Information:

September 29, 2025, Nikolaevsk Charter School applicants submitted the Nikolaevsk Charter School Initial application.

October 9, 2025, the Charter School Oversight Committee was presented the Nikolaevsk Charter School Initial application and placed it on the October 20, 2025 Board of Education work session schedule. 

October 20, 2025, the Board of Education held a work session to review the Nikolaevsk Charter School Initial application and moved the application to the November 3, 2025 work session for further review. 

November 3, 2025, the Board of Education held a second work session to further review the Nikolaevsk Charter School Initial application and moved it to the November 17, 2025 Special Meeting agenda for Board action. 

The final Nikolaevsk Charter School Initial application is presented today on the November 17, 2025 Special Meeting agenda for Board action.
