Background Information:
KPSAA is seeking input from the School Board on these recommended handbook changes that the KPSAA Board has discussed during the 2018-2019 school year. After discussion and input from the School Board at the April 1, 2019 Work Session, recommended changes were reviewed at the KPSAA Executive Board meeting on April 11, 2019.
Attached please find the KPSAA Board recommended Handbook changes for the School Board to review. The handbooks will be presented for final approval at the June 3, 2019 School Board meeting. In addition to the attached forms, below is a short summary of the recommended changes:
Elementary Handbook Changes:
None
Middle School Handbook Changes
- Page 27, IX. Activity Rules, Basketball, Section E: Update language due to constant changes of participation numbers at the small schools.
E. Small School Borough Tournaments shall be single elimination with a consolation bracket, thereby guaranteeing each team at least two games.
- Required Participation. All suited players must participate in each contest.
- Small schools include Aurora Borealis, Chapman, Cook Inlet Academy, Nanwalek, Nikolaevsk, Ninilchik, Port Graham, Susan B. English, and Tebughna.
- Any school fielding a team must inform the KPSAA executive director by November 1.
- Teams must request co-ed status to KPSAA executive director no later than November 1. Co-ed teams will only be approved if they do not have enough players to field a boys and girls team of 8.
- All co-ed teams must have one girl on the floor at all times, unless the co-ed team has only one girl. In this instance, the opposing co-ed team can play any gender configuration.
- Teams may request to co-op with other schools in order to field a team, but must make this request to the KPSAA executive director no later than November 1.
- A girl’s ball shall be used for Co-Ed MS small schools basketball.
- Other updates to the handbook include:
- Updating the KPSAA Executive Board to include new members
- Updating school tournament and music festival dates and locations
- Updating the school year references for 2018-19 to 2019-20
High School Handbook Changes
- Page 16, VI General Activities Policies for the KPBSD, Section A, Travel Limitations, Item 1.: Change the mileage limitation to a 30 miles radius. This change would formally support travel to and from Central Peninsula Schools (specifically SOHI and Nikiski).
Vehicles. Students traveling more than a 25 30 mile radius to or from all District-sponsored practices or contests not held at your home site must do so in school provided vehicles, unless specifically released in writing by their parent or legal guardian and approved by the building administrator or his/her designee to travel by some other method. “Home Site" is defined as the location where your school is hosting an event or all schools share a site (e.g. Soldotna Sports Center).

Participants are to include the presidents of all district high school student councils, or their designated representative. The purpose of the student advisory board is to provide a platform for student voice (district-wide) – through the student representative to the board – to district leadership and the board members during regularly held board meetings. The advisory board will provide feedback on Social Emotional Learning and other issues students are facing locally, nationally and globally. One resource for student voice is the KPBSD School Climate and Mindset Survey (This is an extension of student councils and the demographics is not just representative of elected student leadership at the school site).- Page 47, APPENDIX D Team / Staffing Guidelines: Formally include a minimum participation number for Cheer.
