The Board is required to set the districts six-year capital plan priorities per AS 14.08.101. The priority set by the Board directly affects the scoring of all applications submitted to DEED for state aid funding consideration. Currently the grant program is the primary source of state funding for school capital projects, as the bond reimbursement program was suspended until 2025 with the passage of HB 106. Currently HB 350 has not been passed; if it is, it could reopen the bond program in July 2022.
All grants require a 35% local match for the Kenai Peninsula Borough School District. This Work Session is to provide opportunity for Board input and discussion on projects and priority included in the districts six year plan. Any project to have an application submitted to DEED, must be in the first year of the six year plan regardless if it is for debt reimbursement or grant program.
