Administration has several concerns about the proposed Homer Forest School Charter Application. The concerns have to do with proposed facilities, projected enrollment numbers needed to secure funding at the 1.45 adjustment, the Blended Learning Model as described, and the proposed budget. The largest concern has to do with the uncertainty of a long-term plan for facilities that meet the Group E (educational) occupancy requirements. KPBSD previously approved a charter application for Greatland Charter School without a specific facility that met the Group E (educational) occupancy requirements. Greatland Charter School was not able to find a facility meeting the requirements and because of that never actually opened. Based on this experience, Administration is hesitant to recommend the approval of a charter without a facility that meets the Group E (educational) occupancy requirements. Administration does not recommend approval at this time.

Background Information:

The initial Homer Forest Charter School Application was presented at the September 27, 2022 Charter School Oversight Committee Meeting. 

It was presented at the November 3, 2022, committee meeting with an updated application, presentation, and additional supporting documents.

It was presented at a November 7, 2022 work session to receive input from the full board, with the intent that the application would remain in committee. 

It was presented again at the November 21, 2022 Charter School Oversight Committee meeting with further revisions, including an updated application, presentation, and additional supporting documents based on feedback.

Today an updated draft of the application, with supporting documents, was presented in work session for further review by the Board. The Homer Forest Charter School Application is presented on the agenda for the Board to take action this evening.
