A. Call to Order

12:02 p.m.

Dan Castimore, Zen Kelly, Lynn Hohl, Mike Illg (arrived at 12:06 p.m.)

C. Approval of Notes

The notes of the Oct. 5, 2017 meeting were approved as printed.

D. Prior Information Requests

Ms. Hayes and Mr. Jones explained the in-kind rent calculations.
Ms. Hayes explained the memorandum of agreement between Kenai Alternative School and Achieve Enterprises
Program – Teen Parent Case Manager/Instructor.
Mr. Dusek and Mr. O'Brien discussed the Alaska School Activities Association passes for the school board members, superintendent, district administrators and school principals. They explained which are free, which are paid and why.

Mr. Illg suggested that the district carefully examine administrator travel to student co-curricular events. Mr. Dusek discussed some of the challenges of having school administrator share chaperone and discipline responsibilities.

Mr. Tauriainen asked where the district stands in allowing classified staff members to coach student co-curricular activities. Mr. Jones and Mr. Dusek explained the district's position.
Ms. Hayes explained that student portraits are subjected to the bidding process and the district can include staff and board portraits in future requests for proposals.

E. Discussion: Governor's Broad Based Tax

Mr. Dusek explained the governor's recommended broad based income tax as discussed at Representative Seaton's recent Town Hall meeting in Homer. He recommended that the Board exercise caution in taking an official position on the income tax.
Mr. Dusek stated that Site Councils will have an opportunity to offer comments regarding funding before the November meeting. Regional Key Communicator updates will begin November 9. He stated administration will need feedback from the Finance Committee about the budget as the process develops.
