KPSAA is seeking input from the School Board on these recommended handbook changes that the KPSAA Board has discussed during the 2017-2018 school year. After discussion and input from the School Board at the April 2, 2018 Work Session, recommended changes were reviewed at the KPSAA Executive Board meeting on April 5, 2018.

Attached please find the the KPSAA Board recommended Handbook changes for the School Board to review. The handbooks will be presented for final approval at the June 4, 2018 School Board meeting.  In addition to the attached forms, below is a short summary of the recommended changes:

Elementary Handbook Changes:

None

Middle School Handbook Changes

  1.  Page 9, IV. Student Eligibility, Section B, Item 1. a.: Update language to include alternative education programs (correspondence, standards based, etc.). This change is consistent with the high school handbook.

2) A student attending a KPBSD approved correspondence, or charter, alternative program or State of Alaska approved correspondence program that has not been granted separate-school status (greater than 150 students at a designated site) must declare a school within the district as their school of eligibility prior to participating in a school-sponsored activity (including practice).

3) Students attending a KPBSD approved correspondence or charter program that has been granted separate-school status may participate in non-team related activities (i.e. – cross country running, track, skiing and wrestling) at their declared school of eligibility within the district on a space-available basis as determined by the school administrator and/or site council.

 3) Students attending a KPBSD approved correspondence, or charter, alternative program or State of Alaska approved correspondence program that has been granted separate school status may participate in any non-team related activity at their declared school of eligibility with the district on a space-available basis as determined by the school administrator and/or site council.  This may only occur if the correspondence or charter program does not offer that activity.

In addition, 6, 7, 8th grade KPBSD approved correspondence, charter, alternative program or State of Alaska approved correspondence program charter school students are able to participate in team sports on a space available basis.

  1. Page 10, IV. Student Eligibility, Section B, Item 6.: Non-KPBSD School Participation. Only students enrolled in the public schools of the KPBSD school sanctioned teams may participate in the Borough team sports tournaments.
  2. Page 13, VI. General Activities Policies, Section A, Item 4.: Distance Restriction. Eliminate the out of district travel restriction to allow for more events with fiscal perspective in mind. Travel beyond 40 miles (one-way) should be discouraged on school days (Mon-Thurs) during the regular season.  Middle School co-curricular activities shall be restricted to travel on the Kenai Peninsula only
  3. Page 36, XVI. Activity Rules Wrestling, Section C: Eliminate the unlimited weight classification and add 285. Also add to Section C the weight classifications will apply to all matches including exhibitions. This change meets NFHS regulations.

Classifications. Wrestlers will compete in the following weight divisions: 75 and under, 80, 85, 90, 95, 100, 105, 110, 115, 120, 125, 132, 138, 145, 155, 167, 190, and unlimited 285. The weight classifications will apply to all matches including exhibitions.

  1. Page 37, XVII. Coach’s Responsibilities, 15.: Update language to include Concussion in Sports and Sudden Cardiac Arrest training. This change is consistent with high school handbook.
  1. Be currently certified in First Aid, Concussion in Sports, and Sudden Cardiac Arrest as required by ASAA regulation and have a fully equipped first aid kit on hand.
  1. Page 37, XVII. Coach’s Responsibilities, 16:  Update to add Fall and Spring coaches agree to be certified in Heat Illness Prevention. This requirement will be managed at the school site level.

Page 51, Appendix A, Co-Curricular Participation Consent Form: Update note at the bottom to be consistent with other language under Student Eligibility.   Note: If you are a student attending a KPBSD approved correspondence, or charter, alternative program or State of Alaska approved correspondence program a KPBSD Connections student, you must obtain the signature of the Connection's Program Director for each activity you participate in and leave a copy of this form in his/her office.
  2. Page 54, Appendix D, Team/Staffing Guidelines: See suggested staffing guidelines on enclosed document.  Changes will be noted in red.
  3. Other updates to the handbook include:
  • Updating the KPSAA Executive Board to include new members
  • Updating school tournament and music festival dates and locations
  • Updating the school year references for 2017-18 to 2018-19
  • Updating the Interest Survey Results from the 2018 data survey

High School Handbook Changes

  1. Page 16, V. Participation Guidelines for Activities, Section D, Participation Fees, Item 1.: Change Soccer participation fee from $100 to $150. This change is consistent with other programs that have higher costs in officials, travel, and equipment in comparison to the $100 activities such as cheerleading and cross country running.
    1. A fee of $150 per activity shall be charged for football, basketball (boys and girls), baseball, softball, volleyball, wrestling, Nordic skiing, swimming, and hockey, and soccer.
    2. A fee of $100 per activity shall be charged for cross-country running, cheerleading, performance dance, soccer and track.

General Activities Policies for the KPBSD, Section B, Scheduling Limitations, Item 5: Delete Borough Cross Country Running Race held midweek.  Feedback from cross country coaches and athletic directors reveal consensus to remove the midweek 3K race entirely.  Responses showed the time in travel to run a short 3K race is not worth time lost from student instruction and the associated costs.

B.Scheduling Limitations

2.    Borough Cross Country Running.  Race will be held midweek (Tuesday) and the race will    be a distance of 3 kilometers.
