      The Alaska Division of Retirement and Benefits recently sent the two attached letters regarding Defined Contribution Retirement (DCR) Employer Forfeiture funds. The letter referring to Employer 746 is for the KPBSD Teacher Retirement System (TRS) and Employer 190 is for the KPBSD Public Employee Retirement System (PERS). Both amounts are for all employer forfeiture funds that have accumulated since the inception of the DCR programs starting July 1, 2006, and together total $945,275.36.

      We received no prior communication in regards to these funds, and we are waiting for answers to questions we have presented to the State and our auditor in regards to the possible use of these funds, as well as the appropriate method(s) of accounting for the recording of these funds. There is the potential that funds currently budgeted to pay for PERS and TRS benefits would be unused and could be reassigned for other uses. However, one of our concerns is that if some of these funds are for employees that were paid for out of grant funds, they may need to be refunded as the term of the grants have most likely expired.

      At this time, we do not have sufficient information needed to take action in regards to these funds. As we receive more information we will update the Board.
