Background Information:
Borough administration annually commits funding for the maintenance and operations of KPBSD school buildings. If the entire amount of committed funds is not used, they are carried over for future use in the Facilities Maintenance Fund Balance account. At the close of FY19, the balance of that account was $1,682,409. It is anticipated that not all FY20 funding will be used and the account balance will increase slightly at yearend. Based on recent system failure events, two projects at Homer High School have been reprioritized by borough maintenance, and they are proposing to use up to $1.2 Million dollars from the Facilities Maintenance Fund Balance account to address the Homer High School facility needs described below.
Homer High School Heating Controls Replacement - The original heating controls for Homer High School were designed in 1983 and installed in 1985. The facility is valued in excess of 85 million dollars and is protected by 1980’s technology. During Winter Break 2019 the system failed by turning off all the heating and opening the outside air intake resulting in frozen sprinkler lines above the Theater’s green room ceiling. We sustained some damage to the Green Room but we were fortunate that Maintenance was able to stop the water from entering the auditorium and stage area. Due to the near catastrophic results of the system failure, the borough administration has reprioritized this, so that the upgrade can take place prior to the 2020 Bond proposition.
High School Lighting Controls Replacement - The original lighting controls for High School were designed in 1983 and installed in 1985. Similar to the building automation system they are working on 1980’s technology. The system controls the lighting in the commons, gym and theater and has become unreliable. Lighting is a critical component of school operations so the borough administration has prioritized this project so that the upgrade can take place prior to the 2020 Bond proposition.
School district administration agrees with the need and supports the use of Facilities Maintenance Fund Balance funds to address the issue.
