Background Information:

KPSAA is seeking input from the School Board on these recommended handbook changes that the KPSAA Board has discussed during the 2019-2020 school year. After discussion and input from the School Board at the April 1, 2020 Work Session, recommended changes were reviewed at the KPSAA Executive Board meeting on April 7, 2020.

Attached please find the KPSAA Board recommended Handbook changes for the School Board to review. The handbooks will be presented for final approval at the June 1, 2020 School Board meeting. In addition to the attached forms, below is a short summary of the recommended changes:

Elementary Handbook Changes:

None

Middle School Handbook Changes

  1. Page 27, VIII. Policies for Borough-Sponsored Events, Section B. District Awards, Item 2. Individual Awards, Sub Item a. Track and Field: Update Track and Field medals from 6 to 3 places. For the last few years, the MS Track and Field Borough Tournament has ended with an overabundance of medals due to lack of participants filling all six places, especially in the relay events. By changing the individual awards to 1st, 2nd and 3rd places, we eliminate the excess and align with the high school awards.

B.      District Awards

1.      Team awards

a.      Boys' and girls' team trophies/plaques shall be awarded in soccer, basketball and volleyball on the following basis:  first, second and third places.

b.      The KPSAA Executive Board will be responsible for ordering District awards.

2.      Individual awards

a.      Individual boys' and girls' medals shall be awarded in

Cross-country running                         10 places

Nordic skiing                                       10 places

Wrestling                                            4 places

Track and field                                    6 places 3 places

Forensics                                            6 places

No participation ribbons will be awarded.

  1. Page 36, XV. Activity Rules Volleyball, Section B. Exceptions to the Rules, Item 1. Remove. This change allows flexibility between players/teams for schools with lower enrollment numbers.

A.      Rules. National Federation of State High School Association Rules will govern all volleyball matches including length of a match consisting of the best out of three games.  Rally scoring will be used.  If the match goes to three games, the last game will be played to 15.

B.      Exceptions to Rules

  1. No player may participate on more than one team on the same day.
  2. No player may participate in more than fourteen volleyball matches during the season (excluding the Borough tournament).
  3. The height of the net shall be 7'0".
  1. Other updates to the handbook include:
  • Updating the KPSAA Executive Board to include new members
  • Updating school tournament and music festival dates and locations
  • Updating the school year references for 2019-20 to 2020-21

High School Handbook Changes

  1. Page 11, IV. Student Eligibility, Section C, Student Scholastic Eligibility for Participation, Item 4. Added sub item c.  This change clarifies the language and scenario of transferring rather than dropping a course.

4.      Class changes--add/drop

a.      If a student transfers classes after the second week of the semester, s/he must be passing in all classes to maintain eligibility.

b.      If a student transfers classes after the second week of the semester and is not passing in all classes, the student will remain ineligible until the next eligibility check.

  1. A student who drops a course after the first two weeks of the semester shall be ineligible until the next semester unless otherwise approved by administration.
  1. Other updates to the handbook include:
  • Updating school tournament and music festival dates and locations
  • Updating the school year references from 2019-20 to 2020-21
  • Updating the ASAA Activities Calendar to 2020-21 SY
