Administration's Recommendation:

The KPBSD District Administration does not recommend approval of the Aurora Borealis Charter School amendment at this time due to the uncertainty surrounding appropriate facility options. While District Administration acknowledges that the first year of the proposed high school expansion would not immediately impact facility space, the subsequent request to relocate the Kenai Alternative School to accommodate additional grade levels in the 2027–2028 and 2028–2029 school years is not an appropriate component of a charter school proposal. The relocation of a district-operated alternative education program falls outside the scope of the charter amendment process.

Background Information:

October 1, 2025, Aurora Borealis Charter School submitted the Aurora Borealis Charter School Amendment application.

October 9, 2025, the Charter School Oversight Committee was presented the Aurora Borealis Charter School Amendment application and placed it on the October 20, 2025 Board of Education work session schedule.

October 20, 2025, the Board of Education held a work session to review the Aurora Borealis Charter School Amendment application and moved the application to the November 3, 2025 work session and Business meeting for action.

The Aurora Borealis Charter School Amendment application is presented on the agenda this evening for Board action.
