Please find attached numerous materials for your review in preparation for the Transportation Work session.

The following items are for the portion of the meeting that will be discussing regular route transportation:

There are three attachments that combine to show the contract KPBSD has with Apple Bus Company. The first attachment is the actual signature portion of the contract signed by both parties. The second attachment is Section I with the General Terms and Conditions, and the third attachment is Section II with the Special Terms and Conditions.

The next attachment is a copy of all the Alaska Administrative Codes that pertain to student transportation.

The next attachment is a copy of all the Alaska Statutes that pertain to student transportation.

Also attached you will find a copy of the KPBSD Transportation Guidelines for Regular Education Routes.

This is followed by a copy of the KPBSD Transportation Guidelines for Special Education Routes.

The following items are for the portion of the meeting that will be discussing student activity transportation:

The first attachment related to student activity transportation is a listing of the current inventory of KPBSD owned busses that are certified by the State of Alaska to be used for transportation of students.

The second attachment is a worksheet providing activity bus cost information with the current KPBSD charges, and an activity cost breakout for Apple that they submitted when they bid on the route transportation. Following the cost sheet are three worksheets that compare the cost of three different possible activity trip scenarios.

Route Transportation Discussion.

The main question or topic of discussion is why the district does not allow students to be transported from school to school at the end of the school day. Alaska Administrative Code provides guidance in reference to this question. Relevant language is broken out below:

4 AAC 27.006. Program requirements (a) The purpose of the pupil transportation program is to provide basic to- and from-school transportation services. (b) Districts shall use the most cost efficient methods when developing and establishing both regular and special education routes, procuring contractor services or equipment, and other services related to basic to- and from-school transportation services.

4 AAC 27.990. Definitions In AS 14.09 and this chapter, unless the context requires otherwise, (3) "bus route" or "route" (A) means the shortest distance necessary to transport a given group of pupils from a pickup point nearest their homes to their attendance center and back; ; (6) "eligible expenditure" (A) means only a cost associated with operating the basic to- and from-school transportation services; (13) "to- and from-school transportation services" means transporting a pupil from the pupil's pick up point to and from school on regular scheduled school days.

When KPBSD issued an RFP for transportation services, we requested services based on the to-and from-school transportation services described in the administrative code above. If the District considers starting to provide school to school service, financial ramifications could occur if the State would not find that to be an eligible expenditure, and Apple could ask for additional payment for services outside of the RFP.

We would also need to discuss the ramifications of elementary students arriving at a high school with high school students still in class, and no staff available to supervise or oversee those elementary students.

Activity Transportation Discussion

KPBSD Administration has been reviewing KPBSD provided activity transportation services. When you look at the bus inventory sheet that is attached, you will see that our activity related fleet has aged and is limited. If we continue to provide district activity transportation services, we will need to update the fleet and there will be significant costs related to that. An additional area of concern that exists is the number of accidents KPBSD activity busses have been involved in within the last three years, at a significant cost to the district.

As an alternative, Apple bus has been asked if they would have the ability to provide the needed activity transportation if KPBSD ceased to do so. Discussions have indicated they would have the ability to do so, but no decisions or commitments have been made. The attached activity cost worksheet provides KPBSD and Apple pricing information for comparative purposes. It also provides three worksheets that compare the cost of different possible activity trip scenarios

We will be prepared to discuss the activity related costs at the schools, the fleet related costs to the District, and the insurance/liability costs to the District at the worksession.
