Protocol for Addressing the
Kenai Peninsula Borough School District Board of Education

The board chair will call individuals when it is time for their testimony. When called, promptly step up to the podium, turn on the microphone (if necessary) and begin by stating your name. Speaking time is limited to three minutes. A countdown timer will be used and will be displayed.
The school board does not hear complaints against students or personnel while in session. Defamatory, abusive, or character attacking remarks are out of order. The board chair may end the speaker’s time if remarks persist.
Do not interrupt the comments of another speaker.
If more than one person wishes to speak on the same topic, it is recommended that subsequent speakers provide only new information.
Applause is appropriate after the following only:
- presentation of an award
- performance by a student or students
- a school report
The board does not answer questions or engage in discussion with members of the public during testimony; this is the public’s time to speak and the board’s time to listen.
Board meetings are video recorded. The names of persons testifying are recorded in the minutes as part of the official meeting record.
