Goals and Guardrails 2026-2027
The Board establishes the following student outcome goals and guardrails to ensure the district remains focused on improving student outcomes while operating in a manner consistent with the district's mission, vision, core values, and strategic plan.
Goal 1: English Language Arts Proficiency
Students will demonstrate increasing proficiency in English Language Arts, ensuring they are prepared for success in school and life.
Progress toward this goal will be measured by increasing the percentage of students scoring proficient or advanced on the state English Language Arts summative assessment (currently AK STAR) by five percentage points from the 2026 baseline to the 2027 assessment.
Goal 2: Mathematics Proficiency
Students will demonstrate increasing proficiency in mathematics, ensuring they are prepared for success in school and life.
Progress toward this goal will be measured by increasing the percentage of students scoring proficient or advanced on the state mathematics summative assessment (currently AK STAR) by five percentage points from the 2026 baseline to the 2027 assessment.
Goal 3: Preparation for Life Success
Students will graduate prepared for success in their chosen future by developing the knowledge, skills, experiences, and competencies necessary to thrive in college, careers, military service, and community life.
Progress toward this goal will be measured by increasing the district's four-year graduation rate by two percentage points from the 2026 baseline to the 2027 school year. Additional indicators of progress will include increases in:
• Students earning dual enrollment college credits.
• Students earning industry recognized certifications.
• Students completing career and technical education pathways.
• Students qualifying for the Alaska Performance Scholarship.
Guardrail 1: Student Well Being
The Superintendent shall not recommend or implement district practices, policies, or actions that fail to prioritize safe, supportive, and respectful learning environments for students.
Guardrail 2: Every Student and Every Community
The Superintendent shall not make recommendations or implement actions without considering the unique needs and potential impacts on students, schools, and communities throughout the district.
Guardrail 3: Relationships and Community Trust
The Superintendent shall not implement major decisions or actions without meaningful engagement of those affected and consideration of the impact on relationships and community trust.
Guardrail 4: Integrity and Transparency
The Superintendent shall not engage in practices that compromise honesty, transparency, ethical conduct, or public trust.
Guardrail 5: Strategic Plan and Core Values Alignment
The Superintendent shall not recommend initiatives, programs, practices, or resource allocations that are inconsistent with the district's strategic plan and core values.
