Background Information:
The Board is required to set the district’s six-year capital plan priorities per AS 14.08.101. The priority set by the Board directly affects the scoring of all applications submitted to DEED for state aid funding consideration. Currently the grant program is the primary source of state funding for school capital projects, as the bond reimbursement program moratoriumwas not extended last legislative session, however HB 76/SB 82 includes provisions to extend the bond debt reimbursement moratorium to July 1, 2030.
All grants require a 35% local match for the Kenai Peninsula Borough School District. This Work Session is to provide opportunity for Board input and discussion on projects and priority included in the districts six-year plan. Any project to have an application submitted to DEED, must be in the first year of the six-year plan regardless if it is for debt reimbursement or grant program.
Information included: supplemental information provided on last year's grant-scoring, categories of grants, copy of last eight year's six-year plans.
